
So I received a very interesting question from Geaux Irish: "what would you do if you were in charge of college football for a day?" (I'm paraphrasing).
Hmmm....so many choices. Here are my top 5 in reverse order:
5. Eliminate the transfer rule where graduated players with eligibility remaining can transfer to a new program and play immediately. Florida has a cornerback from Utah this year under this program. I hate this rule. Virulently.
4. Require all colleges to house athletes with regular students for the first year. Sure, this will probably work for only a few months until the players begin simply camping out in each other's rooms. But I will tell you this -- I lived with a football player for the first semester freshman year, and it was a positive experience for both of us. Everyone complains that football players are too insulated and do not respect the rules that everyone else lives by. This can help alleviate that. Plus, it gives the regular students a chance at hooking up with the groupies.
3. 50% of every college stadium should be reserved for the students (unless the school does not have enough students to fill 1/2 of the stadium; at that point 100% of students should be guaranteed tickets). Can you imagine going to one of the huge state schools and not being able to go to each football game as an undergrad? 50% gives everyone the opportunity to see some of the games. Sounds fair to me.
2. Eliminate the "down when the knee touches" rule. I always hate when a player slips in the open field and the play ends there. It is a silly rule that inevitably ends up killing a team sometime during the year. Although it does lead to some hilarious results at the next level. Anyone else recall Plaxico Burress catching a first down for the Steelers and then spinning the ball like a top? Nice fumble, jackass.
1. Instant replay for all games -- or none. Presuming that it is handled correctly (i.e. the NFL), I am an instant replay fan. The idea of having it available for some games and not all is just silly, though. Almost every game is televised by someone somewhere; use those tapes for the IR.

In no particular order:
1) Early signing period would be allowed for football recruits. Lock 'em up and allow the coaches to spend time on the loose ends and on coaching their teams.
2) If a coach (who's getting paid) leaves a school for another job, then they can start immediately in the new role. On the other hand, if a player (who is not paid...more on that in a sec) switches schools they have to wait a year. Moreso, if a coach leaves the school, a recruit that signed a LOI cannot get out of the deal on their own. I say that's unfair on 2 accounts.
I say that if a coach resigns from his post, he cannot take on another role for 1 year. And if there's a coaching change, players can switch commitments.
2a) Some players today complain that they aren't "paid". Consider me old school, but you know what, I had school loans out the wazoo that I needed to pay, while your ass got to go to school for free for 4 (or 5) years. You probably got better food and better tutors too.
Shut the F up--you got paid.
(Okay, so this isn't a change to the rules insomuch as it is a rant. I digress.)
3) Limit the length & number of TV timeouts. I'm not here to sit idle for hours. I want to watch a game. This is the NBC brainwashing talking.
I know I'll have more later, but for now I'll leave you with my biggest pet-peeve...
4) Break up all of the bowl affiliations. I've grown tired of seeing the Big 10(11) #7 team make it with a 6-5 record play against the Pac 10 #6 team with a 6-6 record. These teams beat up on 3 Div I-AA schools to "qualify" based on records. Enough already!
Under the current BCS bowl format I would have EACH conference locking up TWO guaranteed bowl slots. This way the traditionalist would still see the Rose Bowl with the PAC 10 & Big 10(11) while other smaller conferences would get some equal representation.
Also, if your team gets a BCS Championship Bid then you can get a third spot opened up to replace the spot left empty.
All other remaining bowls would then be wide open. My plan is to make this similar to Selection Sunday a la March Madness. Teams wouldn't know where (or even if) they're playing a bowl game until they're announced on TV like the BCS bowls are today.

I am definitely on board with the instant replay issue. It should be an all or nothing deal, which I believe it is starting this season.
Geaux Irish hits the nail on the head about the scholarships. Last time I checked, your ass didn't have to pay for squat, while the rest of us mortgaged our lives for the opportunity.

Agree w/ H8er...Weis was pushing for standardized instant replay rules for all games. Each conference had different rules last year (or none at all), but the NCAA is now enforcing one standard set of rules across the board.
The only differing factor is the number of cameras that each game has. At and NBC, ABC or CBS telecast game there may be 8-12 cameras for angles, while at an East Carolina game there may only be four.
Instant replay will be used at all facilities, it's just the number of angles that might differ from stadium to stadium.
